Nor-Cal Builders, Inc. is a "B" licensed general contractor in the State of California.
We are commercial builders specializing in three main activities:
- Supply & Installation of Custom Cabinets, Casework & Store Fixtures
- Construction Project Management
- Building Inspections - DSA Class 3

Nor-Cal Builders, Inc. was incorporated in California (#2079195) on March 3, 2000 by Leon J. Portelance and his wife, Deborah Williams Portelance.
Their intent was to build a company dedicated to excellence in commercial and institutional construction and design.
Leon Portelance is the President and CEO. He has a BA from the University of Victoria (1976) and is a ticketed journeyman carpenter and cabinetmaker. He is also the RMO of the company with contractors license 776918 B (general contracting) and C-5 (carpentry and millwork).
Mr. Portelance has over 30 years of experience in the construction industry and has worked as a carpenter, foreman, superintendent and project manager. He is also licensed by the California Division of the State Architect as a DSA Class 3 Project Inspector for school construction.
